La Crescenta Day Care Facility Reportedly Had Long List of Violations

A toddler at the facility allegedly tests positive for marijuana.

A La Crescenta day care facility where a toddler allegedly tested positive for marijuana had logged years of violations with state inspectors, according to the Glendale News-Press.  The violations reportedly included incomplete records and a persistent odor of urine. 

Roubena Hartounian, 50, was arrested by Glendale police around 11:20 a.m. Wednesday, according to sheriff's online jail records.

She was booked at the Glendale Police Department and was being held in lieu of $100,000 bail with a court date scheduled for Friday in Glendale, according to the sheriff's department.

Hartounian faces possible charges of child neglect and endangerment, according to the Los Angeles Times, which reported that the child was hospitalized and that day care facility, Bina's Family Child Care, located in the 3200 block of Orange Avenue, was shut down by city officials who found the facility had no power and was scattered with rat feces.

According to the News-Press:

Over the course of half a dozen unannounced visits since 2008, inspectors found feces on a restroom toilet, no working smoke detectors, and flies, spider webs and dead spiders on the ceiling of the children's room in the facility.

Hartounian was also issued $1,500 in civil penalties for repeatedly failing to get proper background clearance for her parents, who were frequently seen inside the facility.
