Drayman's Condo Investigated by City Officials

Officials found renovations completed without proper building permits, according to the Glendale News-Press.

Former city councilman John Drayman had his Montrose condo inspected Tuesday by city building inspectors who found several updates that were not included in the building permits filed for the renovations, according to the Glendale News-Press.

Building permits were filed in January, months after the renovations were completed.

According to the GNP Drayman said that he only recently saw the permits, which were filed by National Fire Systems & Services, the company who completed the renovations.

National Fire is a subcontractor for Advanced Development & Investment Inc., which is currently under federal investigation for allegedly cheating taxpayers out of millions of dollars, submitting fake bills to Glendale and other cities and failing to keep track of nearly $650 million. ADI was hired by Glendale to build affordable housing complexes in the city and around Los Angeles.

The city will conduct a second search of Drayman’s condo that will include opening up walls, ceilings and inspecting wires, piping and ducts, said the GNP.

A contractor who worked on Drayman’s condo renovations alleged that he was partly paid with funds that were supposed to be used to build an L.A. affordable housing project.

“Ron Chamberlain, owner of Orange County-based D & A Coating & Restoration, said his company performed $8,000 worth of work at Drayman's condo, half of which was paid from an account for a 21-unit apartment complex in Los Angeles built by ADI in 2009.

On Thursday, Drayman said he had never heard of Chamberlain and maintained that there was no quid pro quo involved with his renovations.

‘It’s just bizarre,’ Drayman said. ‘Every contractor that submitted an invoice was paid,’ reported the GNP.



National Fire recently against Drayman’s condo for nearly $100k. Drayman told the GNP that the $100k is made up of charges he is challenging National Fire on, and that he has already shelled out $117k to the company.
