La Crescenta Daycare Provider Arrested After 2-Year-Old Reportedly Tests Posititive for Pot

The director of a La Crescenta day care facility is scheduled to be arraigned Friday after a 2-year-old girl who had been left at the center was found to be under the influence of marijuana, according to a published report.

Roubena Hartounian, 50, was arrested by Glendale police around 11:20 a.m. Wednesday, according to sheriff's online jail records.

She was booked at the Glendale Police Department and was being held in lieu of $100,000 bail with a court date scheduled for Friday in Glendale, according to the sheriff's department.

Hartounian faces possible charges of child neglect and endangerment, according to the Los Angeles Times, which reported that the child was hospitalized and that day care facility, Bina's Family Child Care, located in the 3200 block of Orange Avenue, was shut down by city officials who found the facility had no power and was scattered with rat feces.

Glendale Police Department Sgt. Tom Lorenz told the Glendale News Press that the girl's parents dropped her off on Tuesday morning and found her lethargic when they picked her up that evening.

When her condition did not improve, they took her to Verdugo Hills Hospital, where doctors said she had tested positive for THC, the active ingredient in marijuana, Lorenz told the Glendale News Press.

The child was later transferred to Children's Hospital Los Angeles, according to The Times.
