Patch reader and local Jess Brown sent us this letter to Ralphs grocery store. Brown thinks the paper bag charge is a scam and has a questions for the market chain.
Dear Ralphs,
How come you force me to use a paper bag for my groceries and charge me for it?
You tell me that it's a law in Los Angeles now.
