County to Consider New Trash Providers for Montrose-La Crescenta

Montrose and La Crescenta's seven-year contract with trash provider Allied Waste is expiring at the end of the year and the county is taking bids on from new companies to service the city.

The city has had an agreement since 2007 with Allied Waste Services to be the sole franchise provider for the area, according to Kerjon Lee of the County Public Works Department.

Last month, the department issues an open request for bids from all providers and will be presenting the best options to the County Board of Supervisors by September, according to Lee.

According to Lee, the new contractor has been requested to provide the following services that have been provided under the Allied Waste contract:

  • Once-a-week automated trash collection service in carts that include a 96-gallon refuse cart, 96-gallon green waste cart, and a 96-gallon recyclable cart (smaller containers are available upon request)
  • Alternative to 96-gallon containers upon request at no additional charge
  • One extra green waste container and/or one extra recyclable container free of charge upon request
  • Additional containers beyond allotted free containers at $5 per container per month
  • Free Holiday Tree collection services
  • Annual curbside clean-up events (includes collection of electronic waste)
  • Four special community clean-up events per year
  • Bulky item and electronic waste collection upon customer request up to two times per year at no additional cost
  • Scooter service for difficult to service areas, such as cul-de-sacs or hills, where automated collection vehicles cannot safely drive, or upon customer request for an additional surcharge not to exceed 25 percent of the basic rate.
  • Free roll-out services for the elderly and/or disabled, upon request. All other customers may request this service for an additional surcharge not to exceed 50 percent of the basic rate.
  • 25 percent senior discount for residents who are: (1) 62 or older; (2) head of household; and (3) qualifies for utility rate discounts based on financial need or generates small amounts of waste and uses 32‑gallon containers.
In addition, the new provider will be asked to provide the following new services:
  • Providing and collecting up to four sharps containers a year, upon customer request, at no additional cost.
  • Collection of excess refuse discarded in bags up to four times a year, upon customer request, at no additional cost.
  • Collection of excess green waste discarded in bags up to eight times a year, upon customer request, at no additional cost
  • Implementation of a Mulch and Compost Give-Away Program
  • Implementation of Semi-Annual E-Waste and Clothing Drop-Off Events
  • Implementation of a Curbside Recycling Reward Program
  • Collection of abandoned waste on public right-of-way
  • Utilization of alternative fuel collection vehicles
